Trump Executive Orders and Memorandum Synopsis

Below is a list of the executive orders and memorandum currently signed by our latest president and a brief synopsis of what is contained therein. Due to these orders not being uploaded to the White House web site consistently the numbering system may change as orders are posted to the web site out of chronological order.

1) Executive Order Minimizing the Economic Burden of the Patient Protection and Affordable Care Act Pending Repeal
- Sets forth intent to repeal the ACA
- Authorizes Health department to defer, waive, and exempt states and individuals from the ACA to the extent allowable by law
- Encourages the development a free and open market on an interstate bases for health care and insurance

2) Memorandum for the Heads of Executive Departments and Agencies
- No regulation may be submitted to the Office of the Federal Register (OFR) without being first approved by a department head that has been appointed by the current president
- Any regulations currently submitted but not approved by the OFR must be returned to their department of origin for approval
- Regulations approved but not enacted by the OFR should be delayed at least 60 days for review

3) Presidential Memorandum Regarding the Mexico City Policy
- Reinstates the "Mexico City Policy" denying federal funds to any organization the performs or encourages abortion

4) Presidential Memorandum Regarding Withdrawal of the United States from the Trans-Pacific Partnership Negotiations and Agreement
- Withdrawal from the Trans-Pacific Partnership
- States intention to deal directly (one on one) with individual nations on trade

5) Presidential Memorandum Regarding the Hiring Freeze
- Hiring freeze on all executive positions except the military and appointed positions
- Sets out to develop a long term plan within 90 days to reduce the Federal workforce through attrition

6) Memorandum: Implementation of Regulatory Freeze
- Postpone regulations that have been published but not gone into effect for 60 days or more pending review
- Withdraw regulations that have been submitted but not yet published pending review
- No regulations to be submitted for publication until first reviewed by a President appointed agency head
- Exceptions for regulations subject to statutory or judicial deadlines and for "emergency situations or other urgent circumstances relating to health, safety, financial, or national security matters"

7) Presidential Memorandum Regarding Construction of the Dakota Access Pipeline
- Directs the Secretary of the Army and those under them to review and approve the Dakota Access Pipeline in an expedited manner
- Consider whether to rescind or modify the previous memorandum on the pipeline issued by the Assistant Secretary for the Army of Civil Works in December 2016 and whether to withdraw the Notice of Intent to Prepare an Environmental Impact Statement
- Directs personnel to consider the Environmental Impact Statement of July 2016 satisfactory in respect to the National Environmental Policy Act, the Endangered Species Act, and any other provision of law requiring executive review
- Review and grant waivers of notice periods for real estate policies and regulations
- Issue easements or right-of-ways immediately after notice is provided to Congress

8) Presidential Memorandum Regarding Construction of the Keystone XL Pipeline
- Encourages TransCanada to resubmit it's application for the Keystone XL Pipeline
- Directs the Secretary of State to find the Environmental Impact Statement of 2014 satisfactory in respect to the National Environmental Policy Act, the Endangered Species Act, and any other provision of law requiring executive review
- Waiving the 15 day requirement of Executive Order 13337 as "unnecessary, unwarranted, and a waste of resources"
- Directs departments to expedite and "approve as warranted" the Keystone XL Pipeline

9) Executive Order Expediting Environmental Reviews and Approvals For High Priority Infrastructure Projects
- Aims to speed up approval process and environmental reviews for infrastructure projects
- Plan to determine "High Priority" infrastructure projects with an expedited process for environmental review and approval

10) Presidential Memorandum Regarding Construction of American Pipelines
- Requires all new, repaired, and expanded pipelines to be manufactured with product originating in the US and all processing of said product completed in the US

11) Presidential Memorandum Streamlining Permitting and Reducing Regulatory Burdens for Domestic Manufacturing
- Expedite approval for construction and expansion of manufacturing facilities
- Reduce regulations on domestic manufacturing
- 60 days of consultation with stakeholders on manufacturing regulation
- Within 60 days of completing the consultation submit a plan for streamlining and modifying regulations

12) Memorandum: Immediate Actions and Initial Guidance for Federal Civilian Hiring Freeze
- No vacant positions to be filled or new positions created
- Exceptions may be made for national security or public safety
- Those who received a job offer with a start date prior to the original memorandum's issuance and the start date is prior to February 22nd should report for work on their given start date
- A position should be reviewed and job offer potentially revoked if an offer has been made but there was no start date or the start date was given for a day after February 22nd

13) Executive Order: Enhancing Public Safety in the Interior of the United States
- Directs federal authorities to enact immigration laws against "all removable aliens"
- Defunds jurisdictions that fail to comply with Federal immigration policy
- Directs that aliens ordered removed are removed promptly from the US
- Support victims and their families of crimes by illegal aliens
- Prioritizing removal of illegal aliens based on the following criteria:
     a. have been convicted of a criminal offense
     b. have been charged with a criminal offense where the charge has not been resolved
     c. have committed acts that may be a chargeable criminal offense
     d. have committed fraud or willful misrepresentation in official matters or applications
     e. have abused any public benefit program
     f. have been given an order of removal but have not complied
     g. an immigration officer deems them a risk to public safety or national security
- Assess fines and penalties to illegal aliens and those who facilitate their presence
- Hire 10,000 additional immigration officers
- Authorizes giving authority to local law enforcement to perform all the duties of immigration officers
- Authorizes the Secretary of Homeland Security to determine which jurisdictions are "sanctuary jurisdictions" and to deny Federal grant money to those locations
- Weekly make a public list of criminal actions committed by aliens to "better inform the public regarding the public safety threats associated with sanctuary jurisdictions"
- Terminate the Priority Enforcement Program and re-institute the "secure communities" program
- Develop the Office for Victims of Crimes Committed by Removable Aliens
- Exclude illegal aliens from the Privacy Act

14) Executive Order: Border Security and Immigration Enforcement Improvements
- Build border wall with Mexico
- Streamline and expand immigration policy and enforcement
- Construction and operation of "Detention Facilities" near the Mexican border
- Hire 5,000 additional border patrol agents
- Compile a report of all aid given to Mexico in the last 5 years to be submitted to the president within 60 days
- Empowering state and local law enforcement to act as immigration officers
- End the "abuse" of parole and asylum policies for illegal aliens

15) EXECUTIVE ORDER: PROTECTING THE NATION FROM FOREIGN TERRORIST ENTRY INTO THE UNITED STATES*
- Review information needed from a country to ensure that a person is who they say they are and do not pose a threat
- Provide a report to the president within 30 days of countries who do not provide adequate information for visas
- To "reduce investigative burden" immigrant and non-immigrant entry into the US from countries covered under section 217(a)(12) of the INA will be suspended for 90 days with a few exceptions
- Require countries that do not provide adequate information to change their policies within 60 days of notification
- Countries who do not comply with information request will be compiled into a list for a presidential proclamation to prohibit entry of foreign nationals from that country
- Additional countries may be added at any time for "similar treatment"
- The Secretaries of State and Homeland Security may make exceptions to this policy on a case by case basis
- Development of a uniform screening process including:
a) In person interviews
b) A "database of identity documents"
c) Amended application forms
d) A "mechanism" to ensure a person is who they claim to be
e) "A process to evaluate the applicant's likelihood of becoming a positively contributing member of society and the applicant's ability to make contributions to the national interest"
f) A "mechanism" to assess whether a person has criminal or terrorist intent
- Suspend the refugee admission program for 120 days to evaluate admission procedures
- When refugee admissions resume it will only be for approved countries
- Prioritize refugee claims based on religious persecution if the person is part of the minority religion in a country
- Indefinite ban on Syrian refugees
- No more than 50,000 refugees to be admitted in 2017
- Exemptions to refugee policy on a case by case basis
- Increase state and local involvement in placement of refugees
- Expedite the completion and implementation of a biometric entry-exit tracking system for all travelers to the United States
- Suspend the Visa Interview Waiver Program
- Expand the Consular Fellows Program to not unduly affect visa interview wait times
- Adjust treatment of nationals to reflect the treatment US citizens receive from their native country
- Give regular reports of foreign nationals who engage in illegal activity while on US soil

16) Presidential Memorandum on Rebuilding the U.S. Armed Forces
- "To pursue peace through strength, it shall be the policy of the United States to rebuild the U.S. Armed Forces"
- Conduct a 30 day readiness review and a fiscal year 2017 budget amendment for military readiness
- Produce a National Defense Strategy, initiate a new Nuclear Posture Review, and a new Ballistic Missile Defense Review

17) Presidential Memorandum Plan to Defeat the Islamic State of Iraq and Syria
- Establish a policy that ISIL must be defeated
- 30 days to establish and submit a new plan to defeat ISIL
- Recommend any changes to US rules of engagement on use of force
- Information/cyber strategies to legitimize ISIL
- Identify new coalition partners in the fight against ISIL
- Mechanisms to cut off ISIL financial supports
- Strategy to "robustly fund" the plan

18) Presidential Memorandum Organization of the National Security Council and the Homeland Security Council
- Lays out participants in the National Security Council (NSC), Homeland Security Council (HSC), Principals Committee (PC), Deputies Committee (DC)
- Establishes Policy Coordination Committees under the DC to review and coordinate the implementation of presidential decisions in their respective policy areas

19) Executive Order: ETHICS COMMITMENTS BY EXECUTIVE BRANCH APPOINTEES*
- Executive appointees must sign and be bound by an ethics pledge
- Pledge includes the following
a) Will not participate in lobbying activities within 5 years after termination of employment
b) Will follow US Code for post employment communications with employees
c) Will not engage in lobbying activities post employment with any covered executive official until the end of the administration
d) Will not engage in any activity in behalf of any foreign government
e) Will not accept gifts from lobbyists
f) Will not participate in activities regarding former employer or clients within 2 years of appointment
g) If appointee is a former lobbyist they shall not participate in any matter for which they previously lobbied within 2 years of appointment
h) Hiring decisions will be based on qualifications, competence, and experience
- President may grant a waiver to any clause in this pledge
- Repeals executive order 13490

20) Presidential Executive Order on Reducing Regulation and Controlling Regulatory Costs
- "To manage the costs associated with the governmental imposition of private expenditures required to comply with Federal regulations"
- For every 1 new regulation 2 old regulations should be identified for elimination and that costs associated with regulations be "prudently managed"
- For fiscal year 2017 all new and repealed regulations should have an incremental cost no greater than 0
- Costs for new regulations should be offset by the repeal of old regulations
- Agencies to be issued an incremental cost allowance for each year to include all new and repealed regulations
- Exemptions for military, national security, foreign affairs; regulations related to agency organization, management, or personnel; or any other category exempted by the Director

21) Presidential Executive Order on Core Principles for Regulating the United States Financial System
- Sets out "Core Principles" for financial regulation including:
a) Empower Americans to make independent financial decisions
b) Prevent taxpayer funded bail-outs
c) Foster economic growth through "more rigorous regulatory impact analysis"
d) Enable American companies to be competitive with foreign industry
e) Advance American interests in international regulation
f) restore public accountability within Federal financial regulatory agencies and rationalize the Federal financial regulatory framework
- The Secretary of the Treasury shall consult with the Financial Stability Oversight Council and report to the President on the progress of establishing the Core Principles

22) Presidential Memorandum on Fiduciary Duty Rule
- Examine the Fiduciary Duty Rule as a possible conflict to Americans investing for retirement
- Based on findings consider reforming or rescinding the rule as needed

23) Presidential Executive Order on a Task Force on Crime Reduction and Public Safety
- Establishes a policy commitment to supporting the law and developing policies to combat illegal immigration, drug trafficking, and violent crime
- Instructs the Attorney General to establish a Task Force on Crime Reduction and Public Safety
- The task force shall share information, develop strategies, propose new legislation, and evaluate availability and accuracy of crime data

24) Presidential Executive Order on Preventing Violence Against Federal, State, Tribal, and Local Law Enforcement Officers
- Enforce all Federal law and develop strategies to further enhance law enforcement safety
- Pursue legislation to define new Federal crimes and increase penalties for existing crimes
- Attorney General will develop strategies and communicate with other law enforcement jurisdictions, as well as review existing Federal laws regarding the protection of law enforcement
- Recommend to the President legislation for new crimes of violence and new mandatory minimum sentences for crimes against law enforcement
- Establish an executive branch policy on dealing with crimes against law enforcement
- Evaluate grant funding

25) Presidential Executive Order on Enforcing Federal Law with Respect to Transnational Criminal Organizations and Preventing International Trafficking
- Identifies transnational criminal organizations as a source of crime, corruption, violence, and misery
- Lists trafficking by drug cartels as a source of resurgence of deadly drug abuse and violent crimes related to drugs
- States that "the trafficking and smuggling of human beings by transnational criminal groups risks creating a humanitarian crisis"
- Calls to strengthen Federal law to thwart groups including criminal gangs, cartels, racketeering organizations, and other groups engaged in illicit activities
- Crimes listed as presenting a threat to public safety or national security include:
     a) the illegal smuggling and trafficking of humans, drugs or other substances, wildlife, and weapons
     b) corruption
     c) cyber crime
     d) fraud
     e) financial crimes
     f) intellectual-property theft
     g) the illegal concealment or transfer of proceeds derived from such illicit activities
- Calls for Federal law enforcement to make the fight against such organizations a high priority
- Increase cooperation and information sharing both domestically and trans-nationally
- Additional efforts "to include prosecution of ancillary criminal offenses, such as immigration fraud and visa fraud, and the seizure of the implements of such organizations and forfeiture of the proceeds of their criminal activity"
- Defines roll of the Threat Mitigation Working Group including:
     a) work to support and improve coordination between Federal agencies
     b) improve collection and accessibility to data regarding transnational organizations
     c) increase intelligence sharing with foreign partners
     d) assess the allocation of money and personnel on a Federal level towards fighting transnational organizations
     e) identify areas in need of improvement regarding policy or funding
     f) identify ways to amend or better enforce Federal law
     g) issue quarterly reports

26) Providing an Order of Succession Within the Department of Justice
- Designates three additional lines of succession to the Attorney General as follows:
     a) United States Attorney for the Eastern District of Virginia
     b) United States Attorney for the Northern District of Illinois
     c) United States Attorney for the Western District of Missouri
- Provides for exceptions to this order
- Maintains Presidential discretion in selection of Attorney General

27) Presidential Executive Order on Enforcing the Regulatory Reform Agenda
- Designation of a Regulatory Reform Officer (RRO) in each non-exempted government agency
- Establishes a Regulatory Reform Task Force in each non-exempted agency and designates the staffing of such
- Joint Regulatory Reform Task Forces established for multi-agency entities
- Regulatory Reform Task Forces tasked with recommending the repeal, replacement, or modification of regulations that fall into certain designated categories:
     a) eliminate jobs or inhibit job creation
     b) outdated, unnecessary, or ineffective
     c) costs exceed the benefits
     d) create inconsistency or interfere with regulatory reform efforts
     e) are inconsistent with section 515 of the Treasury and General Government Appropriations Act, 2001 (44 U.S.C. 3516 note), in particular "those regulations that rely in whole or in part on data, information, or methods that are not publicly available or that are insufficiently transparent to meet the standard for reproducibility"
     f) derive from Executive Orders that have since been rescinded or modified
- Task forces will seek input from state, local, and tribal governments, small businesses, consumers, non-governmental organizations, and trade associations
- Agencies will prioritize the removal of outdated, unnecessary or ineffective regulations when possible
- Task force will report to the affected agency regularly regarding implementation of regulatory reform and identification of suspect regulations
- Agencies will provide performance indicators related to this executive order in their annual performance plans
- The Director may exempt an agency if it issues little to no regulations but this waiver may be revoked at any time

28) Presidential Executive Order on Restoring the Rule of Law, Federalism, and Economic Growth by Reviewing the "Waters of the United States" Rule
- Ordering the Administrator of the EPA and Assistant Secretary of the Army for Civil Works to review the "Clean Water Rule: Definition of 'Waters of the United States" and propose rescinding or revising said rule
- Any orders, rules, regulations, guidelines, or policies stemming from the above rule will be reviewed and rescinded or revised by department heads
- Any litigation that may be affected by the pending review will be overseen by the Attorney General and forwarded to the courts as necessary
- Attempting to redefine "navigable waters" to reflect the ruling of Justice Antonin Scalia in Rapanos v. United States, 547 U.S. 715 (2006)

29) Presidential Executive Order on The White House Initiative to Promote Excellence and Innovation at Historically Black Colleges and Universities
- Goal of initiative to:
     a) advance America's full human potential
     b) foster more and better opportunities in higher education
     c) strengthen the capacity of Historically Black Colleges and Universities (HBCUs) to provide the highest-quality education
     d) provide equitable opportunities for HBCUs to participate in Federal programs
     e) increase the number of college-educated Americans who feel empowered and able to advance the common good at home and abroad.
- Mission to increase the private sector role in planning, development, financial stability/management, and upgrading infrastructure
- Enhancing HBCU capabilities through
     a) improving their relationship with the Federal government
     b) fostering private and public-private partnerships
     c) improving public information regarding HBCUs
     d) "sharing administrative and programmatic best practices within the HBCU community"
     e) creating a "cradle to college" pipeline
     f) starting an annual White House Summit on HBCUs
- The Secretary of Education and affected agencies will put forth an annual plan on strengthening HBCUs
- Establishes an Interagency Working Group under the Secretary of Education to coordinate the work in this order
- Establishes the President's Board of Advisors on HBCUs in the Department of Education with 25 members appointed by the President to advise on the following:
     a) improving the unique qualities and competitiveness of HBCUs
     b) "engaging the philanthropic, business, government, military, homeland-security, and education communities in a national dialogue regarding new HBCU programs and initiatives"
     c) improving financial security of HBCUs
     d) elevating public awareness and appreciation
     e) encouraging public-private investments
- Board members shall be unpaid but reimbursed for travel
- Revokes Executive Order 13532 of February 26, 2010

30) Executive Order Protecting The Nation From Foreign Terrorist Entry Into The United States
- Recaps, explains, and attempts to justify executive order: Protecting the Nation from Foreign Terrorist Entry into the United States
- Stops entry of nationals from Iran, Libya, Somalia, Sudan, Syria, and Yemen
- Notes that Iraq, in close connection with the US, is fighting against terrorists even though large parts of the country are still in terrorist hands and so Iraqis will be admitted but with additional screening
- States that "Since 2001, hundreds of persons born abroad have been convicted of terrorism-related crimes in the United States."
- Revokes and replaces Executive Order 13769 to "avoid spending additional time pursuing litigation"
- Calls for a review of screening processes for all countries worldwide with a report to the President within 20 days
- 90 day ban of entry by those from Iran, Libya, Somalia, Sudan, Syria, and Yemen subject to exceptions
- Require nations that do not provide enough information to remedy the situation within 50 days of notification
- Countries who fail to comply with information requests shall have nationals excluded from the US
- Listed of restricted countries may be added or subtracted from at the discretion of the Secretary of Homeland Security, Secretary of State, and Attorney General with permission from the President
- Exclusion shall only apply to those who:
     a) are outside the country on the date of this order
     b) did not have a valid visa at 5:00 p.m., eastern standard time on January 27, 2017
     c) do not have a valid vise on the date of this order
- Exceptions to exclusion include:
     a) lawful permanent US residents
     b) any foreign national who is admitted to or paroled into the United States on or after the effective date of this order
     c) a national with documents other than a visa valid on or after the date of this order that permits entry
     d) dual nationals when traveling on a passport issued by a non-designated country
     e) those traveling on a diplomatic or diplomatic-type visa, North Atlantic Treaty Organization visa, C-2 visa for travel to the United Nations, or G-1, G-2, G-3, or G-4 visa
     f) those who have been granted asylum; any refugee who has already been admitted to the United States; or any individual who has been granted withholding of removal, advance parole, or protection under the Convention Against Torture
- Case by case exceptions when there would be undue hardship, and entry would not pose a threat to national security and would be in the national interest (examples provided)
- Special processing for Iraqis outlined
- Implementing Uniform Screening and Vetting Standards including:
     a) development of a uniform baseline for screening and vetting standards and procedures
     b) a database of identity documents to prevent the use of duplicate documents
     c) amended application forms
     d) a mechanism to ensure that applicants are who they claim to be
     e) a mechanism to assess whether applicants may commit, aid, or support any kind of violent, criminal, or terrorist acts after entering the United States
     f) any additional measures as necessary
- Suspension of refugee admittance and processing of refugee applications for 120 days- exception for those already accepted and scheduled for transit
- Reevaluation of refugee application and screening procedures during 120 day suspension
- Cap of 50,000 refugees for fiscal year 2017
- Suspension of refugees may be waived on a case by case basis
- Increase state and local involvement in refugee placement
- Expedite completion of a Biometric Entry-Exit Tracking System
- Suspension of the Visa Interview Waiver Program with exceptions for certain visa types
- Expansion of the Consular Fellows Program
- Ensure reciprocity in visa programs
- The government shall make the following information available to the public:
     a) the number of foreign nationals who have been charged, convicted, or removed from the US for terrorism-related offenses while in the United States
     b) the number of foreign nationals in the United States who have been radicalized after entry into the United States
     c) the number and types of acts of gender-based violence against women by foreign nationals
     d) "any other information relevant to public safety and security as determined by the Secretary of Homeland Security or the Attorney General, including information on the immigration status of foreign nationals charged with major offenses"
- initial report of information above to be dated from 9/11/01 to present

31) Presidential Executive Order on a Comprehensive Plan for Reorganizing the Executive Branch
- Orders a plan for reorganizing governmental functions and eliminating unnecessary agencies
- Creation of the plan shall consider:
     a) whether certain agencies or functions should be provided by the states or private enterprise instead of the Federal government
     b) function redundancy both within an agency and cross agency
     c) administrative redundancy both within an agency and cross agency
     d) whether the costs of a program/agency are justified by public benefit from said program/agency
     e) cost of shutting down and merging agencies

32) Text of a Letter from the President to the Speaker of the House of Representatives
- Requests Congress' consideration of the President's 2017 budget proposal
- Outlines additional Department of Defense and Homeland Security funds
- Orders $18 billion in non defense discretionary fund reductions
- States that the proposed cuts would offset all of DHS additional funding and half of additional funding for the DOD

33) Presidential Memorandum on the Delegation of Authority Under the National Defense Authorization Act for Fiscal Year 2017
- Delegates to the Secretary of State the functions and authorities of the President under the National Defense Authorization Act

34) Presidential Executive Order on the Revocation of Federal Contracting Executive Orders
- Revokes part or all of 3 previous Executive orders:
     a) Executive Order 13673
     b) section 3 of Executive Order 13683
     c) Executive Order 13738
- Departments and agencies shall examine and consider revoking any orders, rules, regulations, guidance, guidelines, or policies related to said orders

35) Presidential Memorandum on The White House Office of American Innovation
- Establishes White House Office of American Innovation
- Establishes staffing of said office
- Goals of the office will be to recommend to the President:
     a) policies and plans to improve government operations and services
     b) improvements to American quality of life
     c) ways to spur job creation

36) Presidential Executive Order on Promoting Energy Independence and Economic Growth
- Promote "clean and safe" development of energy resources while avoiding regulatory burden
- It is in the national interest "to ensure that the Nation's electricity is affordable, reliable, safe, secure, and clean, and that it can be produced from coal, natural gas, nuclear material, flowing water, and other domestic sources, including renewable sources"
- Departments and agencies to review regulations and suspend, revise, or rescind those that hinder the development of domestic energy
- Agencies should promote clean air and water
- Sets policy for environmental policies including that they should be of greater benefit than cost and "developed through transparent processes that employ the best available peer-reviewed science and economics"
- Demands an immediate review of all agency actions in relation to energy development and specifies those for oil, natural gas, coal, and nuclear energy
- Gives a timeline for the review of agency actions
- Revokes certain previous Presidential orders and reports:
     a) Executive Order 13653 of November 1, 2013 (Preparing the United States for the Impacts of Climate Change)
     b) The Presidential Memorandum of June 25, 2013 (Power Sector Carbon Pollution Standards)
     c) The Presidential Memorandum of November 3, 2015 (Mitigating Impacts on Natural Resources from Development and Encouraging Related Private Investment)
     d) The Presidential Memorandum of September 21, 2016 (Climate Change and National Security)
     e) The Report of the Executive Office of the President of June 2013 (The President's Climate Action Plan)
     f) The Report of the Executive Office of the President of March 2014 (Climate Action Plan Strategy to Reduce Methane Emissions)
     g) "Final Guidance for Federal Departments and Agencies on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews" from the Council on Environmental Quality
- Any agency actions related to the revoked material shall be suspended, revised, or rescinded
- Review of the EPA's "Clean Power Plan" and a move forward of revisions thereof
- Notify Attorney General of pending changes that may affect current litigation

- Commission member shall not receive compensation beyond travel expenses and per diem
- Commission actions to be funded through the Office of National Drug Control Policy
- Commission shall disband after giving final report unless extended by the President

38) Presidential Executive Order on Providing an Order of Succession Within the Department of Justice
- Designates three additional lines of succession to the Attorney General as follows:
     a) United States Attorney for the Eastern District of Virginia
     b) United States Attorney for the Northern District of North Carolina
     c) United States Attorney for the Western District of Texas
- Provides for exceptions to this order
- Maintains Presidential discretion in selection of Attorney General
- Revokes Executive Order 13775

39) Presidential Executive Order on Establishing Enhanced Collection and Enforcement of Antidumping and Countervailing Duties and Violations of Trade and Customs Laws
- Imposes "bonding requirements" to protect US revenue in antidumping and countervailing duties
- Concerns importers who have a record of failure to pay or failure to pay in a timely manner certain duty fees
- Sets 90 day timeline for coming up with a plan to deal with said importers
- Develop and enact a plan to deal with trade and custom law violations
- Notifying rights holders about possible violations of their intellectual property rights through importation
- Prioritize prosecution of trade law violations
